REP. WICHGERS MOVES TO AMEND PRO-LIFE BILLS

Pro-Life Wisconsin (PLW) supports Representative Chuck Wichgers’ (R-Muskego) effort to amend three pro-life bills introduced in the Wisconsin Assembly. Last week before the Assembly Health Committee, Pro-Life Wisconsin legislative director Matt Sande testified in favor of the following amendments introduced by Rep. Wichgers:

Assembly Amendment 1 to AB 6 – Assembly Bill (AB) 6, the Born Alive Protection Act, completely exempts from prosecution the mother of a child born alive after an abortion if she intentionally kills or conspires to kill her born alive child. This erodes the equal protection that babies born alive following failed abortions enjoy under current law. Wisconsin must make NO exceptions for the murder of born alive human beings.

Rep. Wichgers introduced Assembly Amendment (AA) 1 to AB 6, which removes the exemptions from prosecution for the mother in both Section 1 and Section 2 of the bill. The amendment states that if a parent or guardian of a child born alive does not give consent to the unlawful actions of a health care provider under the bill, the parent or guardian may not be held criminally or civilly liable.


PLW strongly supports AA 1 to AB 6. If the intent of the legislature is to prevent mothers from being held liable for the actions of healthcare providers who harm or kill a child born alive after an abortion, then Rep. Wichgers’ proposed simple amendment is clearly needed for AB 6.

Assembly Amendment 1 to AB 493 – Assembly Bill (AB) 493 removes abortion providers, including Planned Parenthood of Wisconsin, from the state Medical Assistance (MA) program. Regrettably, the bill exempts any hospital that provides abortions in the exceptional cases of sexual assault, incest, life and health of the mother, as referenced in our current law abortion funding prohibition s. 20.927(2).

Pro-Life Wisconsin strongly opposes the explicit exemption for hospitals in AB 493. We want to fully remove our Medicaid tax dollars from all abortion providers, not just some. If the goal of this legislation is to extract our tax dollars from the grisly abortion business, then it should do so without exception. It is morally inconsistent to outlaw public funding of one type of abortion provider, but specifically allow it for another. It is a denial of equal protection to defund the killing of most preborn babies, but specifically fund it for some.

PLW strongly supports AA 1 to AB 493, introduced by Rep. Wichgers, which amends out the hospital exemption in AB 493.

Assembly Amendment 1 to AB 593 – Assembly Bill (AB) 593 requires women seeking medical abortions be informed of the ability of physicians to reverse the effects of mifepristone and be given materials informing them of the possibility of continuing a pregnancy after ingesting an abortion-inducing drug such as mifepristone. When a woman is facing an unplanned pregnancy, a toxic abortion drug is the last thing she needs. At the very least, the medical principle of informed consent demands that abortion-bound women be informed that the effects of mifepristone can be reversed by a large influx of progesterone into her system within 72 hours of ingestion. The American Association of Pro-Life Obstetricians and Gynecologists (AAPLOG) supports this procedure.

Pro-Life Wisconsin supports removing the “medical emergency” (life and health of the mother) exception, contained in Wisconsin’s current informed consent for abortion law, s.253.10(3)(c), that applies to the provision of abortion-inducing drug reversal information in AB 593. A true medical emergency necessitates not a surgical or chemical abortion but rather immediate transport to a hospital where trained ER physicians can care for mom and baby.

We also support fully restoring the 24-hour waiting period for victims of sexual assault and incest so that they have adequate time to read the materials on medical abortion reversal and discern whether they want to proceed. We want to ensure that all women seeking a medical abortion, in any circumstance, are fully informed of the possibility of the reversal of mifepristone. Under the current informed consent for abortion law, a woman who conceives a baby resulting from incest has a 2-hour waiting period before an abortion and a woman who conceives a baby resulting from sexual assault has no waiting period before an abortion.

PLW strongly supports AA 1 to AB 593, introduced by Rep. Should AB 6, AB 493, and AB 593 be amended as described above, PLW stands ready to support these otherwise excellent bills. Please CALL or EMAIL your state representative TODAY and urge him/her to:

  • SUPPORT Assembly Amendment (AA) 1 to AB 6. Tell him/her to “Amend out (remove) the immunity clause for the mother in Section 2 of AB 6. Wisconsin must make NO exceptions for the murder of born alive human beings.”

  • SUPPORT Assembly Amendment (AA) 1 to AB 493. Tell him/her to “Amend out (remove) the exemption for hospitals that perform abortions in the exceptional cases of sexual assault, incest, life and health of the mother. We want all our Medicaid tax dollars removed from all abortions, wherever they’re performed and for whatever reason!”

  • SUPPORT Assembly Amendment (AA) 1 to AB 593. Tell him/her to “Amend out (remove) the medical emergency exception from, and apply the full 24-hour waiting period to, the provision of abortion-inducing drug reversal information in AB 593l.”
